FURTHER GUIDANCE ON RETURNING DFE PROGRAMMES

The Department for Education have defined how ITT courses should be returned within the HESA student return. Providers in England are required to include all students studying on any of these routes in their submission to HESA. In this document there is additional guidance regarding the return of these students including:

  • The return of particular fields for different types of teacher training students
  • Fundability criteria
  • Guidance on subjects

FUNDABILITY CRITERIA

 

When is a trainee to be recorded as FundingBody.FUNDINGBODY = 5020, eligible for funding by the DfE?

Tuition Fee Routes- School Direct Training Programme/Provider Led trainees: 

Where they are able to access student support i.e. assessed as ‘home or EU status’ for the purpose of assessing tuition fee status. All trainees on a tuition fee route that are able to access student support must be recorded as fundable by the DfE whether they draw down the support or not.

Employment Based Routes - School Direct Salaried trainees: 

Where they are employed in a state-maintained school (including an academy or free school), and are doing a priority (funded) subject.

When is the FundingBody.FUNDINGBODY = 5020 not to be returned i.e. where is the student not fundable by the DfE?

 

Tuition Fee Routes- School Direct Training Programme/Provider Led Trainees: 

When they assessed as ‘overseas or international’ for the purpose of assessing tuition fees status.

Employment Based Routes- School Direct Salaried trainees: 

Where they are employed in a Private school or are undertaking a lower priority (non DfE funded) subject.

SUBJECTS FOR ITT COURSES IN ENGLAND

The QualificationSubject entity records the subject(s) associated with a Qualification, which is associated with a Course.

The QualificationSubject(s) that represent the teacher training specialism should have the QualificationSubject.QUALITT field returned to indicate this.

The HECoS codes applicable to initial teacher training courses have been agreed with the Department for Education.

The applicable valid entries for primary and secondary teacher training courses are below.

One subject must be identified as the specialism for Qualifications where the associated course leads to Qualified Teacher Status (QTS) and the student is a secondary teaching training student. For primary teaching training students on a course leading to QTS, this is optional.

Primary ITT programmes in England

There is not a requirement on primary programmes to train students in at least one subject specialism. Students who choose not to study a primary specialism should use code 100511 ‘primary teaching’ in this field.

Where the trainee is a Primary Maths Specialist (StudentInitiatives.INITIATIVEID = 011), the qualification subject must be 101085 ‘specialist teaching’.

Where a trainee is studying a ‘Primary General (with Maths)’ programme (StudentInitiatives.INITIATIVEID = 010), the qualification subject must be 100511 ‘primary teaching’.

For English Providers, continuing students who started their course before 01 August 2019, Primary PE Specialists (previously coded as JACS C690) and non-specialists (previously coded as JACS C600) should be coded as 100433 - sport and exercise sciences. 100433 is no longer a primary specialism option for courses starting from 01 August 2019.

Where trainees study a primary specialism, a valid HECoS code should be used in this field as follows:

Secondary ITT Programmes in England

All secondary programmes must train students in at least one specialism. It is essential that this specialism corresponds to the target from which the DfE has to report. Some programmes will train students to teach additional specialisms.

The table below sets out the list of subjects appropriate for secondary ITT specialisms with corresponding HECoS codes.

If students study multiple specialism, each should be recorded and identified in the QualificationSubject.QUALITT field.

Providers should ensure that only codes relating the subject the student is funded for are returned. Any provider wishing to enter a code not included in the current subject lists should contact the DfE.
