Coverage | All Engagements at providers in England, Northern Ireland and Wales except where Engagement.INCOMINGEXCHANGE exists or (SessionStatus.STATUSCHANGEDTO = 02 for the entire reference period) or (Leaver.ENGENDDATE - Engagement.ENGSTARTDATE <= 14 days and RSNENGEND = 03, 05, 11, 12).
Description | This field distinguishes between those students who are eligible to pay home fees and those who are not.
Notes | For providers in Wales, Channel Islands and Isle of Man domiciled students should be coded as code 01 'Eligible to pay home fees'. Code 03 eligibility to pay home fees not assessed should not be returned simply because the provider does not have different fees for home and non-UK students, but can be used in specific scenarios such as full cost-recovery courses. This field relates to the students eligibility rather than the fee structure of a particular provider. The allocation of a student to a fee eligibility should be consistent with the treatment in the HESES return.
Reason Required | To allow financial calculations to take account of the fee difference between home/EU and overseas students and of other fee offsets. To resolve otherwise indeterminate home/overseas cases. Used to determine populations in funding calculations and analyses.
